Most of the page actions tests under browser/base/content/test/pageActions are no more relevant in Proton, so the folder is forcibly setting the pref to false. But some of those tests still matter, in particular the ones about extensions.
We should move the still valid parts of those tests and then in the future just remove the pageActions subfolder.

Note there is also an extensions context menu test in one of the tests in the folder.

I'm introducing a pageActions-proton folder in bug 1691454, we should move tests there, and cleanup its head.js of unused helpers once done.
