Smiley face is not inserted in HTML text

Reproducible: Always

Steps to Reproduce:
1.Select compose, enter any text
2.rollover  emoticon graphic, provokes button tip - "choose smiley face" 
3.click and drag down

Actual Results:  
smiley is not inserted
button tip - "choose smiley face" appears indexed stepwise to the selected
emoticon under the word "From"
is some cases (initially) the tip text box is only a few pixels H and V with no
room for text but still under the word "From"  


Expected Results:  
Smiley should be inserted
the "choose smiley face" tip box should not re-appear anywhere after the click
and drag
