However that patch only touches one .cpp file, nothing to do with documentation (I think).

From the linked harbormaster page, the treeherder builds shows a big stack of patches, could that be the cause?

Yeah, it is confusing...
It is because try didn't see the previous patches and as reviewbot is applying your patch on top of an explicit revisions, it is pulling the whole tree.
