Steps to reproduce
- Launch Firefox, access about:logins
- Zoom in;
- Click on the [ ... ] Open menu button inside the page;
- Press the TAB key to reach with the focus inside the menu;
Expected result
- focus ring is consistent across zoom levels;
Actual result
- on certain zoom levels the focus ring has a gap between margin of the dropdown;
(ex: Ubuntu ~120%, on Win ~140% depending on screen/resolution)

This doesn't seem to be a regression. Tried searching for one, and it got me back to 70.0a1 where the about:login page was implemented, and it is still reproducible.

We won't be fixing it in the current implementation and leave it to the next time we revisit menus component.
