STR:
Go to a website that uses WebRTC but doesn't have a favicon
Allow WebRTC to use the camera
Rotate between selected tabs
When the WebRTC tab is unselected, the favicon should rotate between a globe and recording favicon.
ER:
When the WebRTC tab is selected, the globe icon should be displayed
AR:
When the WebRTC tab is selected, the favicon area is collapsed and the tab title moves over

I tested with Firefox Release 87 and this is the same behavior there. I'm removing this from blocking proton-tabs-bar since this is not a regression.
