Mozilla/5.0 (Windows; U; Win98; en-US; rv:1.2b) Gecko/2002092108
Go to a site which will after a while produce an error message (like connection
refused or timed out). Switch to another application, e.g., type an e-mail (not
in Mozilla). Suddenly a Mozilla alert pops up. When closing it (OK), you are
back to the other application. If you were typing an e-mail, this will most
likely kill the alert before you note it is there. Mozilla should really never
ever steal the focus from another application.
This bug is most likely a dupe, but I cannot find it in bug 140346, which will
be blocked by this bug here otherwise.
My understanding is that bug 88810 blocks this bug here.

Now I also observed it in Linux: Mozilla/5.0 (X11; U; Linux i686; en-US;
rv:1.2a) Gecko/2002091318
I had a shell in the foreground and was working there. Suddenly an alert popped
up in front of me.
Setting dependencies as described in comment 0.
