- Launch Firefox, access about:certificate
- Press the TAB key a couple times;
Expected result
- selection made in expected element;
Actual result
- tab selection order:
- Servers
- Nothing(first table row under Servers)
- 1st Certificate
- the blank table cell should not be selected (nr.2);
Enhancement suggestion
- remove the empty table cell;

- not a regression
Additional notes
- reproducible with proton prefs on/off.
