Jane, could you investigate why this test started to fail after the changes in bug 1747689 landed? The failures have been observed with the Linux AddressSanitizer and ThreadSanitizer configurations which are slower than usual builds. Disabling this test causes another test to fail: browser/components/places/tests/browser/browser_library_new_bookmark.js

I found an issue with browser_bug427633_no_newfolder_if_noip.js where it wasn't closing the star UI at the end of the test, and I think that was causing the failures. A try run looks good, so lets try again.
