We want to enable native context menus by default as soon as possible. We have many tests which are not written with native context menus in mind, and these tests would start to fail if native context menus were enabled now.
As a first step, I want to disable native context menus for the affected tests, so that these tests can keep testing non-native menus for now. See bug 1700724 comment 3 for the longer-term plan.

In this bug I'm planning to land round 1 of the test changes.

Changing course: I will try to get as many tests green with native context menus enabled. If we still need to disable native context menus in various tests, I will file a new bug for that.
