Looks like Santander intervention is missing in esr 78 (only exists in 68 and release, as we have added it, then removed and re-added it again)

Hi Ryan, I wonder if it's possible to get this patch approved for esr78 only? I'm not sure how to request it, because approval-mozilla-esr78 flag is not available in the options (only approval for beta and release are there).

We already have this intervention for Santander bank in release, and it would be great to get it for ESR users. We got a report in https://bugzilla.mozilla.org/show_bug.cgi?id=1692839 about this problem and this patch will fix the issue the user is experiencing
