Similar to tooltips and panels, menupopups shouldn't be created into the accessibilitree when they aren't visible.

Like I mentioned on phab, this is work we eventually want to do, but its a bit too involved for us to resource it right now. I'll leave my patches up and unassign here in case someone else wants to take it on in the future :)
