Steps to reproduce:
Configured my Firefox account with a more secure 2-step authentication device. During the step 2 the download, copy and print buttons are on top of the Cancel and Confirm buttons. That happened using a Macbook air, with macOS Big Sur 11.2.3
Actual results:
The download, copy and print buttons are on top of the Cancel and Confirm buttons
Expected results:
Maybe be positioned a little below, so they don't overlap with Cancel and Confirm.

The Bugbug bot thinks this bug should belong to the 'Core::Widget: Cocoa' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I'm able to reproduce this when trying to add two factor authentication to a Firefox account. This looks to be an issue with the website itself.
