The Bugbug bot thinks this bug should belong to the 'Core::Audio/Video: Playback' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

This looks like UI issue. Moving to DOM component.

Thanks for reporting this issue.
If this starts to happen from the recently Nightly, it will be super helpful if you could run https://mozilla.github.io/mozregression/ to find the regression window.

I installed Debian 10 with KDE on a VM and used Nightly build from 2021-04-15 and latest Nightly from today but I could not reproduce the issue, when playing a random mp4 video in fullscreen I can hover over the controls (also clicking on them) and there is no interaction with the OS Panel whatsoever, I even played with the height of the panel a bit to see if that helps replicating but with no success.
Is there anything particular with the way you have the Panel set up, maybe some widgets? Any extra information would help.
