I think this is a bug in the Mozilla build that Phoenix 0.1 is based on. I see it in the same build on Mozilla too.

Tabs seem fine for me, but the URL bar quite often seems to grow to an amazing size to accomodate the favicon.ico. I realise that often enough, this is because the favicon.ico is not a 16x16 icon -- i can see this on some sites, such as apache.org which seems to be using a 32x32, and somewhere else i went and got a massive 64x64 icon which stretched my URL bar to an impressive size. In the same way that long titles being handled badly by Enlightenment under linux forms a vulnerability (titles longer than say 256 cahrs, which you can do on a web page, and the browser then puts it in the tilebar, cause major havoc as E tries to shorten the title by showing the ends of it with "..." in the middle), so this forms a "vulnerability" -- i can now have my access to a website basically "denied" by someone dropping in a giant favicon.ico file. Would appreciate updates on this.
