James, any idea where this could come from? It looks more like a mozlog issue.

It looks like we're trying to encode the character in the Windows-1252 character set and that's failing. So the question is why something is trying to use that rather than UTF-8. It's possible that the output stream is being opened in a mode that defaults to windows-1252 encoding on Windows, or something, but I'm not sure without looking more.
