This meta bug exists to attempt to tie together bug reports that cover transient memory usage spikes that involve the use of Blobs/Files. In general we want to dupe bugs that are for the same site or where the uses of Blobs/Files are identical. But we do want to maintain separate bugs for:

• sites that use different underlying implementations and which are subject to change
• different data-flow paths from a Web API perspective. For example, if one bug involves a ServiceWorker and another doesn't, it's probably worth keeping the bugs separate because of the extra moving parts.
