17066 - Prefs:Mail&News|Messages|8-bit pref incomplete, wrong text

The "Send messages that use 8-bit characters" pref on the Mail&News|Messages
panel is not displaying both options (are we keeping both in 5.0?) and the text
for the option shown is from the Disk Space prefs.

1.  Launch 5.0/seamonkey.
2.  Edit|Prefs|Mail & News|Messages.
    Notice last pref "Send messages that use 8-bit characters" has only one
radio button.
    Notice the text with it reads "When it's time to clean up messages", which
is text belonging to Disk Space prefs.

I'm comparing to 4.x prefs panel, since there is no current detailed seamonkey
prefs spec.

Fixed with my pref cleanup a couple days ago.

OK using 12-02-08m12 on NT 4.0
OK using 12-06-08m12 mac OS 8.5.1
having trouble with prefs dialog in linux build, will assume OK.
