Steps to reproduce

1. Start Firefox (make sure not to have tags saved in library or use a clean profile)
2. Open Library
3. Click the dropdown from Tags

Expected result

• No dropdown displayed on Tags if none are saved.

Actual result

• Tags has a dropdown, clicking it does nothing.
