170687 - scrollbar width grows when scrollbar is scrolled

Using the Classic theme on XP, scrollbars to the right of the content area (both
in the browser and MailNews...) initially appear correctly. However, for each
pixel(?) the scrollbar is scrolled -- by any means -- the scrollbar becomes a
pixel wider. This happens irrelevant of the direction the scrollbar is scrolled.
This leads to weird things like the arrows at the top/bottom of the scrollbar
disappearing.

Reproducible: Always

Steps to Reproduce:
1. Display any content which causes a vertical scrollbar to appear
2. Scroll the scrollbar
Actual Results:  
The arrows at the top/bottom of the scrollbar gradually moving to the right as
the scrollbar width increases

Expected Results:  
The scrollbar width does not change, and the arrows remain visible.

I also observed the same problem on the 'Component' section of the 'Enter A Bug'
screen, where the description was located. When selecting 'XP Toolkit/Widgets',
the description to the right overflows its content area, causing a scrollbar to
appear. Scrolling this content area causes the scrollbar to visibly grow wider.

I see this also. I believe it started with build 20020902408 (yesterday's
morning build)

Attached is a picture of the problem on my system (XP SP1)

This doesn't happen on Modern since it uses the modern scrollbars.
