New string parameter/variable with name mail.replay_subject_prefix

Actual results:

mail.replay_subject_prefix
Need to have string which will inserted as for english language "Re"
Utf8.

Symmetry in definition for Forward param/var:
mail.forward_subject_prefix

Expected results:

If defined, need to replace "Re"

No, "Re:" must not be localized. Clients that use something different are wrong.
