Blank Page for new tab is not dark with dark theme enabled

Steps to reproduce:
I have the "New tabs" option set to "Blank Page" and my theme set to Dark. Then, I opened a new tab (via about:newtab).
Actual results:
The page is pure white.
Expected results:
The page has a dark background.
Weird, right after I reported this bug the issue went away---new tab pages are now dark. I'm using the "System theme" at the moment, not sure if something went out of sync.

The Bugbug bot thinks this bug should belong to the 'Firefox::New Tab Page' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
