firefox 89 very aggressively unloads tabs

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:89.0) Gecko/20100101 Firefox/89.0
Steps to reproduce:
Updated to Firefox 89.0b3 (64-bit), begin using multiple tabs.
Actual results:
After a few minutes tabs begin unloading. Even with as few as 3 tabs, some are unloaded. This happens regardless of browser.tabs.unloadOnLowMemory
Expected results:
Keep several tabs loaded, I'm honestly not sure I ever saw a tab be unloaded before this

This happens even with pinned tabs that are playing audio.

The Bugbug bot thinks this bug should belong to the 'Firefox::Session Restore' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I haven't seen this since. This may have been due to an abnormally high load elsewhere in my machine, so the unloading may have been working as intended.
