Steps to reproduce:

1. Make sure that only one blank tab is open.
2. Open some background tabs.
3. Close all tabs except the blank tab.
4. Reopen closed Tabs.

Actual results:

lost some closed tabs.

Last known good build: 2014-01-16
Last known bad build: 2014-01-17

Unable to find concrete buildid in mozregression GUI, probably because it is too long ago.

I've tested this issue on Windows 10 with Firefox 88 (64 bits) Release and 89.0b7 (64-bit) Beta versions, and I was able to reproduce it. I also tested it using the latest Nightly 90.0a1 (2021-05-04) (64-bit), and I was not able to reproduce the issue. Are you able to reproduce in latest Nightly Version?

Yes, I was not able to reproduce it in the latest Nightly (90.0a1 2021-05-04) too.
