[PP] Bottom of page background corrupted upon resize & scroll

* STEPS TO REPRODUCE
0) Launch Apprunner, be sure that your browser window doesn't fill the entire
screen size, and can be expanded.
1) View Mr. Gus's outstanding test page at http://disco-zombie.net/bugshrine
2) Enlarge the window, and then scroll using the scroll bar. (You may need to do
this a few times until the bug happens.)

* RESULT
 - What happened

Horizontal strips with a height of roughly 30-40 pixels will appear, replacing
the background image and the gray background. (Text will still be drawn onto this
background).

I decomposed the page, and have attached a simplified test case.

 - What was expected

Behavior equivalent to Win32/Linux.


* REGRESSION

 - Occurs On
        Mac OS Apprunner (1999102109 build)

 - Doesn't Occur On
        Win32 Apprunner (1999102008 build [NT 4, Service Pack 5])
        Linux Apprunner (1999102208 build)



* CONFIGURATIONS TESTED

- [Mac] Beige Power Mac G3 (266 MHz PowerPC 750), 96 MB RAM (VM on; 1 MB of VM
used), 1024x768 (Thousands of Colors), Mac OS 8.6

- [Win32] Vectra VL (233 MHz P2), 96 MB RAM, 800x600 (True Color), NT 4.0 SP5.

- [Linux] Vectra VL (266 MHz P2), 96 MB RAM. Red Hat Linux 6.0 (GNOME).

Don, can you take a look? Mac specific bug. I can't reproduce on WINNT.

Tested on Mac.. it works.  Must have been some background tiling bug which has 
changed and been fix a few times.
