1707779 - 2 gfx reftests need fuzzy-if on new apple silicon platform

Last week we turned on tests for Apple Silicon (OSX 11.2.3 on new Apple based hardware). We are using the simplified new test config process:

As the tests are live, we are now filing bugs to help close the loop and hope to fix any issues if possible

Here are some failing tests:

:jimm, I wanted to make you (triage owner) aware of these changes- not sure if there is anything to do, but feel free to prioritize as you see fit.

Ideally, we'd get somebody on M1 to adjust these fuzzy expectations.
