Steps to reproduce:
Received an email message. Decided to forward a copy to a relative plus BCC to myself, and tried to do so.
Actual results:
A white rectangle appeared on the screen, and disappeared within a second. The forwarding failed.
Expected results:
A copy to that relative, and another copy to myself as verification that it was sent.

I too am on 89.0b1 and have no issues. To start TB in Safe Mode: 1) ensure the app is closed, 2) hold down the left Shift key and start the app as normal. You'll be presented with a "Thunderbird Troubleshoot Mode" window. Choose Diable all add-ons and Continue In Troubleshoot Mode.

Can you try something?
With TB open in regular mode (not safer mode):
- Ctrl-Shift-J to open Error Console
- Click the trash icon at top-left to clear the screen
- Switch back to TB and try to forward an email
- If it fails, switch back to Error Console and see if there's any errors listed. Copy/Paste any errors here

Can you try something?
With TB open in regular mode (not safer mode):

I tried this, without using the usual BCC. The message appeared to go out normally. The error console gave this message:
Prompter: internal dialogs not available in this context. Falling back to window prompt.
Not obvious if this is an error message.

I tried that - it found many articles, most of which appeared to be ads for some Thunderbird addon. Addons are VERY difficult to use in beta versions of Thunderbird. One article said select something from the tools menu. The tools menu opened, but did not have the item to be selected.

Ok, then try this: Help > Troubleshoot Mode > Restart when prompted. You will see the window when TB restarts.

I did not see Restart when prompted. but I did see something that appeared to do the same thing.
Still appears to be working only if I do not use BCC.
Unclear that it's significant that the server for outgoing email for one of my email accounts always asks me to enter my password, but not the matching server for incoming email for that account.
The relative I'm trying to forward the message to has not responded today on whether it is arriving.

That was one of the many articles the search found.

If not running - I tried that; it opened, with no sign that it was in safe mode.
If running - the Help menu did not offer Restart with Add-ons Disabled. I tried Troubleshoot Mode instead. That gave another menu that allowed me to select Restart in Troubleshoot Mode, then Continue in Troubleshoot Mode.
Confirming - Add-ons and Extensions did not appear. I selected Add-ons and Themes instead. No such banner appeared.

Are you quite sure that you used "Forward inline" and not "Forward as attachment"? Forwarding more than one message will automatically forward as attachments.
That siad, at least one person on Bug 1707178 has reported the same (no attachment involved, but bcc failing): Bug 1707178 Comment 20 (although I wouldn't bet on that). Maybe the bug fixed more than it's aware of, or the problem is bigger than we think and not yet fully fixed.
Still waiting for Bug 1707178 to roll out on beta, and it has only just landed on trunk. Then we'll know more.
I'm not aware of any 8-bit characters in the message.
Well, Bug 1707178 fixed things for messages having attached .eml files where those attachments are not encoded as UTF8.
