Firefox Version: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.15; rv:90.0) Gecko/20100101 Firefox/90.0
Window Size (inner width and height): 1280x614

Steps to Reproduce

  1. Open Firefox Nightly
  2. Maximized your browser window
  3. right-click on empty space of toolbars row

Expected Behavior

showing customize toolbars options

Actual Behavior

It's not showing customize toolbars option

I can reproduce in macOS 10.15.7/Catalina.
It looks like "Customize Toolbar" option is replaced with "Exit Full Screen Mode". Was also able to reproduce in Firefox 88/Release, so doesn't look like an MR1 regression.
