Steps to Reproduce

1. Open FIrefox Nightly
2. Click Hamburger menu and choose "more tools" then click "customized toolbars..."
3. Drag down "refresh" toolbar to the box

Expected Behavior

The refresh toolbar icon in the middle after dragged it down to the box

Actual Behavior

the refresh toolbar icon is left aligned

I can reproduce on macOS 10.15 on Beta (v89) and Nightly (v90), but not on Release (v88).

There were two bugs encountered when I ran mozregression, and it seems that bug 1722655 fixed the more recent of the two, so I'll mark this as a duplicate of bug 1722655.
