The chrome://browser/content/tab-content.js frame script is currently being automatically loaded in every tab. This bug tracks the changes required to stop loading this frame script.

The metabug does not need to be tracked for Fission MVP, though once we've fixed the blocking webext bugs, it should be a fairly trivial change and we should fix it to get the potential performance win.
