Entering and exiting Windows High Contrast Mode causes Firefox to lose its tab border.

Steps to reproduce:

  1. launch Firefox
  2. turn on a Windows HCM theme
  3. turn off the Windows HCM theme

Results: tab border disappears
Expected: tab border visible
