1708527 - Add gfx. and layers. to Preferences policy

We've had a customer request for gfx and layers preferences in policy.

Looking over them in about:config, I don't see much that is problematic.

If we wanted to narrow it down, we could do

layers.acceleration.
gfx.webrender.
gfx.color_management.
