Now that we ship Glean through GeckoView we can re-enable IPC, so that Gecko metrics from child processes will flow up through FOG and into consumers, e.g. Fenix.

Glean itself will be controlled by the surrounding Android application.
Glean symbols are shipped in this GeckoView build.
Any metrics recorded in Gecko will be passed through to the Android
application, e.g. Fenix.

Currently this does not support custom pings inside Gecko.
Testing Glean metrics in an Android build is also not supported.
