1709176 - PROTON: close, maximize, minimize buttons showing up incorretly in high contrast

Steps to reproduce
-launch firefox with high contrast on set at the OS
-check close, maximize,minimize buttons.

Actual result
ON RELEASE: the issue on the left border is visible.
ON BETA: the issue on the left border is visible. (More visible because now buttons appear larger)
On nightly: It is even worse, because there is a top line with purple, and purple separator between the buttons.

Expected result
there should be no visual problems on top of the buttons and on the left side.

Not sure if i should put this as proton or not, since on release one of the problems was there and beta also shows it, but on nightly the problem is getting worse.

looks like the proton tab bar was modified in its height size in nightly , i will set this as Proton - Tabs bar
please feel free to change if im wrong.

There's more technical details in bug 1715990, and some of this has apparently been improved in nightly 91.
