We only have one MnH test at the moment: https://searchfox.org/comm-central/source/mail/test/marionette
That is testing the old address book which is now getting replaced with a new UI.
I think we can just drop this test suite.

Seems reasonable. Firefox doesn't seem to run a whole lot of these tests lately so you have to wonder how much longer they will keep them anyway.

These patches remove the test for the old addresssbook UI, leaving the "empty" test, and then disable Marionette tests. I could go a step further and rip out the support code, but I think it makes sense to leave it in a disabled state until Firefox drops it on their end.
The dependency on D109777 is for the Python 3 update just so that if ever resurrected that won't be a problem.
