1709717 - Update download indicator badges

Attachment: Downloads indicator badges

The colored disc we use in the download indicator to mark blocked or potentially unsafe downloads needs to be updated to match MR1 colors and specs.

We can use the same 12x12 icons used for the app menu badges.

It looks like the start and finish animations overlap (z-index) the badge. We might be able to fix that here too.

Tried verifying the icon badges but for the information badge (blue icon) I get the yellow triangle over the download tool attachment. Tested with http://testsafebrowsing.appspot.com/ links 4 and 5 for uncommon warnings. What should we do ?
