Steps to reproduce:

I've set browser.sessionstore.resume_from_crash to false.

Actual results:

When I shutdown my computer while Firefox is still open, the next boot Firefox still reopens all tabs when I start it.

Expected results:

When I shutdown my computer while Firefox is still open, the next boot Firefox should not reopen all tabs when I start it.

I need this configuration to work as a workaround for https://bugzilla.mozilla.org/show_bug.cgi?id=336193 which is still not fixed.

The Bugbug bot thinks this bug should belong to the 'Firefox::Session Restore' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Tried reproducing it on Ubuntu 18.04 but after boot the Firefox didn't reopen.
Focused versions were Firefox Nightly 90.0a1 (2021-05-19), Beta 89.0b14 and release 88.0.1
Since this issue already has a component the dev team is aware and will come with a solution for it.

Same for me. Linux Mint, FF 125.0.3 (64-bit).

Steps:

1. Set browser.sessionstore.resume_from_crash to false
2. Open some tabs
3. Reboot PC
4. Open FF again - tabs will be restored

My Custom History settings are:

• Private mode disabled
• Other settings enabled

IMO it is big security vulnerability. Dont know why I dont have the option for that in the "Settings" menu.
