Steps to reproduce:
Preferences, Privacy Security, Manage data, select cookies to delete, remove selected, save changes, remove.
Start same sequence and many cookies are back. Often it takes several attempts to remove them all.
Actual results:
Some cookies persist, and often NEW ones show up on subsequent tries to remove individual cookies. This happens whether or not the browser stays open after a cookie deletion or I close FF and go back to prefs and manage data.
Expected results:
Select, and delete one or more cookies once. My system stats are in the attached jpg.

The Bugbug bot thinks this bug should belong to the 'Core::Networking: Cookies' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Which version of Firefox are you using. The bug report says 77. Can you try to reproduce with the newest version?
