Details

When the user is displaying only a logo and search field in New tab, we should have more top spacing so that it matches this new spec added to figma.

This will cause it to match up nicely with the look of other search engine pages, which we know people like due to the simplicity :)

It seems to do the expected vertical centering if it's logo + search + topsites.

Maybe something was missed in the logo + search implementation.
