SetDefaultBrowser runs the helper to set up registry entries and attempts to set the default. This doesn't have any effect from within a package because this is all virtualized, so it shouldn't be attempted. If the package has been installed our associations will have already been created in the real registry, there's no point in writing useless data (that we might read to our confusion) in the virtual registry.
