Please try the most recent nightly build, as recommended in the bug filing guidelines. I believe this issue is fixed.
gene, can you provide an example URL or testcase attachment?
Button should open a new window with the URL: http://www.mozilla.org/projects/chimera/ Works when run within Navigator. Does not work when run via external Flash Player. Navigator Build: 2002092604 09/26/02

I don't seem to have a Flash Player, but accessing the Flash attachment URL in the QuickTime Player does open the new window as expected in the default web browser I set in the System/Internet preferences, whether that's Mozilla, Chimera, or otherwise. Thus, this WorksForMe using FizzillaCFM/2002092611 on 10.1.5.
Er, and Chimera/2002092304.
Was probably a default browser issue. Look for console output when clicking the URL link.
