Put cloudFile settings browsers in the webext-browsers group. rs=bustage-fix

Like bug 1710609 this is caused by a browser in the wrong group. The cloudFile settings browser was in the single-site group so that clicks on links are sent to an external browser. With bug 1708238 it must be in the webext-browsers group. I've added the link handler to the webext-browsers group so that links continue to be sent to an external browser. This is less than ideal but it'll do.
