Group with Composing Messages items
Move Compose window specific prefs from the main mail pref panel - This is for
the "Confirm when using keyboard shortcut to send message" in the general prefs
in mail. Jennifer does this go in the Forwarding and replying groupbox or the
Composing Messages groupbox? can you attach a sample screenshot?
Changes to compose only - the other changes are along with bug#170572

Patch V1.0
sr=sspitzer, assuming it matches the spec.
don't check in until you also check in the changes to remove it from the other
panel.
