Looking very briefly, it seems we don't handle Gecko's EVENT_SCROLLING_START on Mac, which we would need to handle to support anchor jumps.

Hello! Reproduced the issue with Firefox 90.0a1 (20210511213906) on macOS 11.3.
The focus is working as intended with 90.0b4 (20210606185718) after following STR from comment 0 and using control-option-space to navigate. I noticed that when using the return key the issue is still reproducible. Morgan, can you please have a look? Thank you!

hi! I think that's a related but different bug -- I fixed this without responding to the SCROLLING_START event Jamie mentioned above, which VO is happy with, but core probably isn't. Could you file a separate bug for that? I can reproduce locally. It also doesn't seem to work with "space" alone.
