Suggest developers to ask review to a group instead of specific people

When moz-phab detects that review is requested to a specific person (e.g. marco) and that specific person belongs to one or more reviewer groups (e.g. linter-reviewers), moz-phab could suggest the developer to ask review to the group instead.

The suggestion could be a simple question on the command line, listing the possible groups to select from. If the developer accepts the suggestion, moz-phab can automatically applying the r= change in the commit message.

This would help spreading the load from specific reviewers to broader reviewer groups.
