Details
User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:88.0) Gecko/20100101 Firefox/88.0
Steps to reproduce:
Power cut caused ungraceful shutdown.
Actual results:
No sites load (among many other problems, documented in other tickets - 1711387, 1711388 and 1711400, for example).
If I visit any site that requires net access (either on the Internet or on my local network), I just get the progress spinner on the tab label and the tab remains blank.
I'm able to load local HTML files without a problem.
Note that several profiles were open at the time of the crash. All suffered problems, but this particular issue only affects one of the profiles. The others are OK.
Expected results:
Normal browsing behaviour.

The Bugbug bot thinks this bug should belong to the 'DevTools::Netmonitor' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

What does the network tab in the Developer Tools show when this happens? Does this also happen in a new profile with zero add-ons and extensions?
The network tab shows nothing. There are apparently no network requests being made. A new profile is fine, as are all of my other profiles.
If I disable my add-ons one at a time, it turns out that uMatrix (https://addons.mozilla.org/en-GB/firefox/addon/umatrix/) is the problem. With that disabled, sites are able to load. With it enabled, they're not.

Hello,
I’ve attempted to reproduce the issue on the latest Release (88.0.1/20210504152106) under Ubuntu 16.04 LTS, however without success.
I’ve created 2 profiles, both with uMatrix installed and several tabs with websites opened. Both profiles were open at the same time. Once this was set up, I’ve cut the power to the computer via the button on the power supply unit. Waited around 1 minute before switching the power back on and starting the PC.
There were no issues with loading pages or accessing resources requiring net access, on either profiles.
I still have the profile that exhibits this behaviour, and am happy to investigate anything that might be preventing it from working.

Does this still happen after a restart? If it's consistently reproducible, please make a backup of the profile for investigation.
Do you see any errors in the global browser console - https://developer.mozilla.org/en-US/docs/Tools/Browser_Console ?
