Details

Steps to reproduce:
1. Launch mozilla.
2. Click the "View" menu.
3. Move mouse cursor to the "Character Set" menu item.
   (Do not click at this point).
4. Wait until submenu displayed.
5. Then click the "Character Set" menu item.

Actual result:
Menu would go away (This is not normal Windows behavior).

Expected result:
Menu should stay.

I'm using [1999102208] build on WinNT4 (SP5).
