We are using Normandy to turn Background Update on gradually in Beta 90. By the end of the Beta 90 cycle, it should be enabled for all beta clients. However, there is no Normandy plan for Beta 91, so we should make sure that it is turned on by default in 91, so that the feature doesn't turn itself off at that point.
