Details

Currently, we don't have proper ways to see how encoding override actions split across HTML and plain text.

Let's replace encoding_override_situation_2 with encoding_override_situation_3 where each bucket is split into two: one for HTML and another for plain text.

(Bug 1687635 makes some buckets obsolete, so let's remove those instead of splitting them.)
