Same problem with or without webrender. I see PWebGL::Msg_GetFrontBuffer taking 349ms in the content process, and PWebGL::Msg_DispatchCommands taking 1.1s on the compositor thread.

Safari has a similar jank, Chrome seems smooth.

I can reproduce the problem on windows10.

Good build: scrolling is choppy. However, It does not halt.
Bad build: Scrolling halts for few seconds.
