Steps to reproduce:
Open the attached file. Tab into the captions button, press space to open the dropdown, then press arrow keys.
Actual results:
The volume gets changed.
Expected results:
One of the caption choices should be focused.

The Bugbug bot thinks this bug should belong to the 'Core::Audio/Video: Playback' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
Looks like one can tab through the captions options as a work around, but I agree that it makes sense the arrow keys would contextually navigate the menu rather than controlling the volume.
I imagine this is because the arrow keys control volume while the element is focused and that continues to be the case while the captions menu is focused.
Sounds like Video/Audio controls domain.
I see I didn't tab enough to see the dropdowns eventually get focused. So I think the current order of
(volume slider focused) <tab> (cc focused) <space> (dropdown becomes visible) <tab> (fullscreen button focused) <tab> (dropdown option focused)
should be rearranged such that the dropdown options get focused after <space>.
And I agree with you that arrow key control should be implemented.
